I have this same behavior, in two different sites. 
 
Firewall Message on policy install:
Installation failed. Reason: Load on Module failed - no memory.

In both of them, the issue was non-ASCII characters (like ç á ó é ã õ) in the 
NAME column of some rule, 
not in the name of the policy.
The problem was solved just removing this kind of characters from the name 
column of the rule.

This is a good tip for guys who are living/working in Brazil and other 
countries that use this characters.

        I have a problem on my Firewall. It was NGX R60 and when i installed the
        policy it failed with the error: "Installation Failed. Reason: Load on
        Module failed. No Memory."
        
        So i exported the configuration, i installed NGX R61, i imported the
        configuration and the firewall works fine, but the second time that i
        installed the policy i got the SAME ERROR !
        
        I need to resolve it urgent, anyone knows why i get the error ? Thanks
