Hi, I think I've seen this error when the firewall really didn't have any more free memory or free swap. This was on a Nokia with 512MB memory.

In both of them, the issue was non-ASCII characters (like ç á ó é ã õ) in the NAME column of some rule, not in the name of the policy. The problem was solved just removing this kind of characters from the name column of the rule.
