Quad cards are for sure going to be PCI-X not regular PCI. As said, I'm not familiar with the particular Dell model you mentioned but if in fact it does not have PCI-X slots you will never be able to use the Intel pro/1000 MT quads. You can check that on Dell's documentation.
I checked the HW compatibility list in the CP site and looked for that 2950, they tested it with dual Gig interfaces, so I don't see why are you concerned. Maybe I'm just not understanding your point, but seems to me that model should have PCI-X slots and so should work with the intel quads with no problem. BTW, that particular model in fact has the note I mentioned on my previous message: "(1) This platform requires the media pack of SecurePlatform NGX R60 HFA03 or R61 take 56." Well. 4x2x1 Gb/s is beyond the capabilities of any PCI bus. So you may run into trouble there. I think that is why they are reluctant to sign of on quad Gb/s interfaces.
