Thank you very much to David and everyone. It was
determined that the NIC has some serious issues as
seen below:

JFK-Cisco-NG-2-S[admin]# tcsh
JFK-Cisco-NG-2-S[admin]# ipsctl -a | grep linktrans
ifphys:eth-s1p1:stats:linktransitions = 1
ifphys:eth-s1p2:stats:linktransitions = 5
ifphys:eth-s1p3:stats:linktransitions = 105421
ifphys:eth-s1p4:stats:linktransitions = 3
ifphys:eth-s2p1:stats:linktransitions = 16511
ifphys:eth-s2p2:stats:linktransitions = 0
ifphys:eth-s2p3:stats:linktransitions = 0
ifphys:eth-s2p4:stats:linktransitions = 7
ifphys:loop0:stats:linktransitions = 0
ifphys:soverf0:stats:linktransitions = 0
ifphys:stof0:stats:linktransitions = 0
ifphys:tun0:stats:linktransitions = 0

I am going to swap out the firewalls altogether.
