Something to look at would be the amount of old saved policies. When you start having many old saved policies, it makes management really slow.
Check under "File", "Open" in the Dashboard. If you have more than 20-30 policies (depending on their size of course) you might want to consider deleting some of the older ones. I have seen similar situations with a Smartcenter reaching its full HDD capacity due to many log files stored, which gets resolved removing some of those logs, an also with installations with large number of objects and SmartMap activated, if too many of those objects are not connected to something in SmartMap, the console will work really slow and just disabling that feature from Global Properties is the easiest way to go.. The problem is, none of those cases match my current issue, the SMC machine has 50% of free storage space and this guys has Express licenses, so SmartMap does not even show in Global Properties.
