I'm not 100% sure, but I'm guessing that you have a central license, and trying to put it on a gateway. Are you putting this command on the management server or the inspection gateway?
Try logging onto the SmartUpdate tool on the management server and see what licenses you have. You can then try installing the license in the repository using this tool.
