Interesting, my logging issues continue, cannot find a solution.  I can install 
policy just fine and logging will start if I install policy.  Try a 
cpstop/cpstart see if logging stops again.  I have to install database or 
install policy to get it going again.

All my R65 gateways are affected.

started.............
