This is somewhat of a normal behaviour as logging will NOT restart immediately after you input cpstart. Depending on the timeout it occurred since the last log was received, it may take a while (no definite timeframe I could find in documentation) before logging restarts automatically. Only a security policy update will solve this issue instantly as you wish.
