We originally had a Provider-1 server on a Dell 2950 running R65 HFA70. We used 
the export tool and copied the export file over to a more beefy Dell R710 
server already running R75.10. The file was imported and our database was 
restored successfully.

We previously added 4 new firewalls running R75.10, managed by this same R75.10 
Provider-1 (Smart Domain) server, and did not get any errors when 
adding/creating/editing/pushing policy.

Can you please describe how you migrated the smartcenter ?
You have to use the upgrade_tools from the target version (ie r75.10) to export 
from a previous one.
