Which interface is licensed should not influence the
license count.

The license count is based on which interfaces you _specify_
as external/internal in the FW setup.

I have licensed an internal interface (because the "external" has
a private address) and this works fine.

Someone also posted to this list once, that it does not really
matter.
I don't know CheckPoint's reason for saying so.
