please check if the policy allows FW1-connections from the management to
the modules, and if your NAT-settings so something wrong between your
module and your management.

if there is a NAT between the module and the management-console check where
NAT is done.

you can try a "fw unload" on the module and test the policy download again
... but beware that fw unload unloads the policy to the default policy
witch permits only fw1-connections.
