I had this same problem escalated to me once. In my case it was because the firewall policy itself did not allow the traffic!! There are two other IP440s that are controlled by this same management server (NT) that I can push to.  The error that I get is that the connection timed out.  I can log into the IP440s that won't let me push the policy to them and do a fw fetch and it works fine.  Can someone offer some advise or a solution to this problem?
