Run fw dbexport on the management station to save a copy of the user
database (just in case).
At the gateway:
     Do an fwstop
     Move the files named fwauth.ndb* (there are usually 3 of them) out of
the %FWDIR%\fw1\4.1\database directory to somewhere else.
     Do an fwstart
Reinstall the policy.

I had the same symptoms and this fixed it for me. YMMV.

in the event log i see lots of "cant open database"
when i try to install users i get installation failed ,(also VPN doesn't
work )
any clue how can be revived?
