This is why you should seriously consider going with a single larger ISP and two POP's. You need not worry about route preferences, ASN's, or router requirements. Although not as fault tolerant as a fully diverse solution, it provides significantly better reliability than a single connection, and does nto require the complex BGP knowledge that a more intricate solution would require. A 2621 with 2 WIC's and 64 megs of memory is more than enough for a simple BGP configuration. You can get the bandwidth of 2 T1's, redundancy and diversity, and you will not have to deal with the full complexities of BGP.
