I had a problem like this a long time ago in a version of 4.1.  the policies
were there in the directory but were not listed in the gui.  I believe the
following command reloaded all policies in the directory into the "listing."

fwm -g *W

I believe this loads all files ending in a W into the rulebases.fws file
which is used by the gui to list the various policies.

It was a long time ago, so you may want to verify that this still works and
that I remember correctly  ;~}}
