These problems are seen on FP3s which are upgraded from previous NG versions. I solved my particular "smart" status view problems via manually editing the 5.0 link under /opt/CPshared which had the wrong FP folder (/opt/CPshared-50-01/). Then applying the HF1 cleared the status...
FP2 has similar problems with policy server on nokia platform.
