That means the inspect engine couldn't be loaded, for whatever reason.
Have a look at /var/log/messages for reasons why -- for instance,
unresolved symbol errors would mean you're running the wrong kernel
version. Next, try /etc/rc.d/init.d/fw1boot. Make sure that its paths
are right. Try inserting the module by hand (insmod [modname] just
inserts the module if possible, modprobe [modname] attempts to find
dependencies and arguments required). If the module inserts, it's your
scripts, or possibly environment variables.
