I guess the point is more whether China will allow encrypted traffic through
its networks. I have seen situations in which setting up VPN's was not
possible over state-controlled ISP networks in China and Vietnam. Check with
the local provider, test, test again, and do not count on an unchanged
policy for the coming years.

According to 15 CFR of the Export Control laws, China is not on 
the restricted list.  So...you should be able to get VPN-1 into 
China. I've got a VPN between Silicon Valley and Paris France 
which has been up for over a year. -BK
