A good source of info on encryption laws in various
countries is an annual survey done by the Electronic
Privacy Information Center (EPIC). See

Of course, even if they allow VPN-1 from a legal
standpoint, they may effectively block it from functioning
through their traffic filtering. Giving it a try may be
the only way to find out for sure.
