Yes...
It appears that there is a difference in behaviour between the two of them.
I got this from the second level helpdesk of our security company.
Somewhere in the manual is indicated that when you install your security
policy on "gateways", that the properties of your security policy all all
followed. When installing on the firewall itself not. 
For example : If you have in your properties to check only inbound
connections then this will be done on the gateways, but not on your firewall
if you specify it explicatly. It will be eitherbound.

I hope I am not wrong on this, because I haven't found it yet in the manual.
Maybe somebody knows more about this.
