I don't think you can install policy to a host.
At least I accidentally found that I couldn't on one of our Nokia's, then
realised I'd set (left) the firewall object as host not gateway. It came
back with a message when I tried to install the policy. I can't remember
the exact wording but it translated to - "the firewall has nothing to do
here/no control over the rules you're enforcing".
Switched it over and it accepted the policy no problem.
