The problem occur when your objetcs.C is greater than 1Mb
I solved the same issued by adding FW_BUF_SIZE 3000000 as a system
environnement variable
for NT: Add this variable as system variable
for SOLARIS: setenv FW_BUF_SIZE 3000000

When you say nothing, do you mean the window of the policy install opens and
then nothing happens at all ? Do you get even one line in there ? How long
have you waited ? Has it given you an error message stating that it's timed
out ?
I had a similar issue, and we did two things to resolve it :
1. Added memory (but that is not allways a solution)
2. Created a hosts file with the firewall legs defined in there so the
firewall got that info faster
It worked for us.
