The question is not one or the other. The answer is both. Someone has guns
and money aimed at your employees for corporate secrets. It's called
corporate espionage, it happens daily. You don't have a choice whether to
trust employees actions when it comes to securing your network. It is an
issue you must plan for.
It is an extreme example, but watch the movie Eraser with Vanessa Williams
and Arnold. Your company may not have information that a competitor
currently wants, but many companies do and will do many things to get it,
including putting spies in your own company.
Don't get paranoid, get secure.
