Try
ndd -get /dev/ip ip_forwarding
if the result is 0 ip-forwarding is turned off. Do
ndd -set /dev/ip ip_forwarding 1
to turn it on.
I believe the value of the switch depends on /etc/gateways at startup, but I'm
not sure of the syntax of that file. I just added a line to the end of
/etc/init.d/inetinit
to force ip-forwarding.
