Well, I don't think that really matters. In that case any individual key that was expired/evicted from the cache would simply fall through to the DB layer and get regenerated. If all this does is map tags to keys, whether the keys exist in the cache any more doesn't matter. Without it you would have no idea what was in the cache at all, and something is better than nothing.
