The Proposal Lifecycle suggests introducing the idea to the community to
help refine the idea while working on the proposal. I was hoping to get
some feedback as I begin the process :)
As far as built in functions, unless I'm unaware of a set of functions,
PHP's networking functions related to what's proposed are weak at best. The
best way to perform any of these tasks is to use bitwise operations. Some
of these are scattered through the manual.
