I saw the source and pasted the css file path. Its Ok. I am sure. But no
effects, colors, etc.
Well just accessing the CSS file you linked doesn't work for me:

Is this an internal domain?
Perhaps try using Firefox and Firebug plugin and checking to make sure
you don't have any 404 errors when loading the css etc.
