It sounds like you're talking about the People's Clue-Writing Competition (PCWC) run in rec.puzzles.croswords. It's true that they don't have software for judging the entries, but they do have Perl and Awk scripts for tabulating the votes -- the winner is determined by votes from the public (for appropriate values of "public"), as the name implies.
