Than that is a copyright issue and they owe you for the work designing the
site and they may not use it without your permission, as it is your
property. I assume you put a copyright statement in the text of the HTML (it
is still a copyright problem without it, but much easier to prove with it),
which makes it yours and I would demand payment to transfer it over the the
client. It is theft of your property otherwise!
