Have you checked for the ground braid coming in
contact with your power plug?  There is a copper
grounding braid inside, that if you get a flashlight
and look into the power socket on the back of your PB
you should be able to see the braid through the hole
if it's a problem.  I could see mine, and was able to
get it to charge/not charge just by flexing the plug a
bit from side to side.  Other than the shop, some
folks have just used a toothpick to move the braid out
of the way, or put a tiny bit of plastic in the hole
to insulate the braid on that side (standard
disclaimers, etc, etc.)  If it's not that, and Battery
Reset won't, your PMU board is shot or it's the
processor board.  Mine was a bad PMU board.  And the
braid (different times).
