In OS 9, Icons take up so little memory that this is moot point if you have more than ~24MB RAM. Not only that, but ALL icons are constantly loaded in memory, even if they aren't currently being displayed. Rather, all icons that existed at the time of your last desktop database rebuild are always in memory; most of the balance are, too.
