I had the exact same issue in the exact same model. I picked it up used 
and the battery wouldn't charge but the AC would work. Swapping the 
battery with one from my 233 WSII proved that the battery was good and 
would charge. Also a charged battery would operate the WS 250, charging 
though would only work for about a minute. Rather than going through the 
process of chaging the sound/power board I found that using an old PB duo 
power supply caused the battery to charge while the laptop was 
off/asleep. When the powerbook is on it can either work off the charged 
battery or the AC power.
I've since given the 'book to my sister and she's been using it like that 
for a few months and hasn't complained yet.

Bottom line is that I don't think your battery is dead. I live in CT, if 
you happen to come down this far you're welcome to swing by and we can 
test using similar configs.
