I can't speak to the Crescendo upgrade but the stock Wallstreet (and 
PowerLogix upgraded) definitely support more than 196MB ram. That limit 
was imposed by Apple at the time of production because of what was 
currently available on the market.
My WSII which started life as a 233Mhz has had a PL 466 upgrade in it 
with 384MB ram (256 and 128 chips). I currently have the 233 board back 
in it with 320MB ram (256 and 64). My 250Mhz WSI has 256 in it (128 + 
128). 
You could actually go up to 512 with 2 256 chips iif you were so 
inclined. 
Almost all of the memory I've used has been from Crucial with great 
success and fair prices. The only thing is figuring out which chip you 
need. 
When ordering I've confirmed that memory I've bought for a Compaq Evo 
N400c laptop works great and is lowprofile. It's PC133 ram so it'll also 
work in newer hardware down the road. The 256 chip currently costs 90 at 
crucial, not a bad price.
