Preferences/Advanced/Scripts & Plugins

Generally just turn off "open unrequested windows, move or resize existing
windows, raise and lower windows".

That and playing with the tabbed windows can be a godsend for screen real
estate on a notebook. I know I saves me a lot of time by simply hitting
"command + click" and a separate tab opens for the link behind my current
page.

Aaahhh well,  yes if you're running 8.6.1  you could be seeing problems
others aren't on OS9 or OSX... Development has slowed to a trickle on the
OS9 version, let alone 8.6.1. :)
