At the school I go to (UW-Stevens Point) we don't have to get a computer unless we want one. And even so, while they recommend PC, using a Mac on a college campus isn't that bad. You get more hands-on support than PC users simply because there's less people having problems.
As for UW-Stout and the laptop thing... Well... To put this bluntly, I didn't know UW-Stout was still around. Peter > Wow! That's pretty bad!
