I believe I recently read an article about the high levels of CC fraud in international orders, because of the difficulty in confirming validity of cards/addresses etc. At least enough to cut the average profitability of overseas orders to where it's not worth doing, and a lot of companies that had shipped overseas were cutting back to a few select countries. Or tacking on large charges so profitability returns.
