You should use Carbon Copy Cloner to duplicate your current 10.2 system. You
cannot just drag the system as there is a lot of hidden files that wouldn't
be copied. Plus, some files are owned by root and are not readable by
regular users.

I believe you can just move the applications around.

Mac OS 9 can be safely copied over with no risk of missing something.
