Under Network in System Preferences, on the Modem tab, you can control
whether the modem volume is on or off.  The "sound" radio button, I believe.

BTW... It's impossible for your modem speaker to be bad.  It doesn't exist.
AFAIK, all modem sound is piped through the system's regular sound system,
ie, the two speakers above the keyboard.  If your volume is muted, then you
won't hear anything either.
