I don't know of any way to retroactively install the OS 9 disk drivers. 
Since OS X doesn't really use disk drivers in the traditional sense, 
i'd be willing to bet that that space is used for something else when 
you tell it not to install drivers. everything I see implies that you 
must reformat to reinstall them.

that said... this is yet another reason that it's imperative to have 
complete and up-to-date backups. if you do, then you can safely 
reformat and then restore your data to working condition in minimal 
time.
