It sounds like you may need to reset the power manager (PMU). See this
article: <http://docs.info.apple.com/article.html?artnum=14449>

It describes the problems that occur when the PMU messes up. If you scroll
down the page you'll see the appropriate link for resetting you particular
model of iBook (see #6).
