It seems to be that way. I have that option when I open the AirPort control panel but I don't have the software for a base station and I don't have a non-wireless internet connection to turn it into a base station.
If you want plain AirPort, then any Lucent/Proxim/Orinoco card will do the trick, and will save you some money and give you the same functionality. If that doesn't work, most routers go for around $120.
