The bad news is that OS X utilizes pre-emptive multitasking unlike OS 9 which used cooperative multitasking. This means that the program in the foreground isn't able to utilize all the horsepower of the processor to get the job done. This is one of reasons (but not the only reason) why VirtualPC runs more slowly in OS X than OS 9. When I read your message yesterday (sorry, I didn't have time to fire off a response then) my first thought was your CD ripping. But as others suggested, if it seems sluggish even when you aren't ripping CDs, create a fresh account and see if it still feels slow.
