If you already have a working OS 9 system folder,
you can certainly try to copy it over the new drive.
Then, you can check in startup disk to see if you can
boot from that drive and even try to boot from the drive.

If one does this (haven't tried) and the OS 9 system folder does NOT appear blessed, is there anyway to make it blessed, i.e. bootable ?

Clarification: I make a backup copy of the OS 9 System folder
and then after having done a clean reinstall of OS X.3 I copy
the OS 9 system folder onto the disk and then it does not appear
in the Startup Disk options. I recall rebuilding the DB did this in
OS 7 through 9...
