Well, I just tried this. I put the OS 9.2.2 disc in the drive, then dragged the system folder from the CD to my Panther desktop.
The system folder you have copied is the minimal startup system needed to start up from the CD-ROM.
You need to back up an installed copy of the system that contains all the system software necessary to do everything a Mac should be able to do.
The system you've copied only contains enough software to install the system. Also, it looks to make sure it's being booted from the CD.
