Unless american VHS is much worse than the european version, which have
some more lines, then I must disagree. Purchased MPEG-1 movies are
clearly inferior to purchased VHS movies.

Also, if you recorded VHS yourself, chances are that the quality is much
better than commercial movies (that have been speedcopied). Then there's
also S-VHS.

So, I'd never use MPEG-1 for anything less than if my target group only
could watch that format.

S-VCD, which is also based on variable bitrate MPEG-2, is a more useful
alternative to DVD. It may ask for some more CPU, so one probably need a
300Mhz G3 or more. But it can look close to DivX (Mpeg-4)or even DVD at
double amount data compared to DivX (which really need a lot of CPU).
