The length of time starting up File Sharing depends on how much of
your drive you want to make available for sharing, and how many files
are in that part of the drive. Try sharing just one fairly small
partition or just a few multi-level folders, and it won't take any
time at all to startup FS.
Startup time is more dependent on the number of folders rather than 
files.  It is the folders that have access control (under pre-OS X)

If you share a single folder only and it still takes too long to 
startup then you probably need to delete the "AppleShare PDS" file 
which is an invisible file at the root of any disk that has ever been 
shared.  If it gets corrupt it can slow or even stall FileSharing 
startup.
