It's called "residual revenue".
Apple, like any company that is only going to sell you a major product every few years, needs to insure that they can make money on a regular basis. It's the same reason Microsoft updates Office every 2 years and makes just enough changes that if one person in your office gets the new version, everyone has to upgrade...
Seriously though, I've been impressed enough with the last 2 versions to pay retail for them... 10.2 and 10.3 have been pretty major upgrades. I hope 10.4 is as good.
