I've checked that issue, because I have a Sony Monitor. It seems that only the Pismo can use an external monitor with the LCD OFF. When the PowerBook startup, close the lid and the notebook will use the external monitor, but the Lombard goes to sleep, so the only choice is reduce dimming on the LCD. The Lombard goes to sleep, because it gets warmer when the Lid is closed so it will be dangerous if it don't. Maybe I'm wrong, because I'm NOT sure.
With the Lombard off. . .close the lid. THEN, using an external keyboard AND mouse, press the power button on the keyboard. (This only works with Apple keyboards with power buttons on them.
