I think Keyboard Maestro might do it, amongst several macro utilities. It's just been taken over by Stairways (the Interarchy people) and there's a new version out. It does grate a bit though, to have to spend money for something that should be part of the system. (Although, come to think of it, doesn't Tiger have some macro-type features...?)
