From what I've been taught over the years, 1 KB would have no actual meaning. The accepted notation for 10^3 is 1 kB (lowercase k).
There is a difference, however between M and m, the former being 10^6 (millions) and the latter being 10^-3 (thousandths).
There is a problem is in converting between the binary and decimal systems, since there is no even power of 2 that equals 1000, 1,000,000 or 1,000,000,000. The notations k, M and G were applied to the closest binary numbers 1024, 1048576 and 1073741824... a difference that disk drive manufacturers gleefully abuse.
